Superintendent of Human Resources

NATURE OF THE WORK:
Under the authority of the director of the Human Resources Department, the employment of superintendent of the Human Resources Service consists of performing functions of management and administrative duties pertaining namely to the recruitment, staffing and retention of new employees and assist the HR management team with dossiers pertaining to performance appraisals, accompaniment, and induction. The position consists of assuming, within its field of competence, a role of advisory services and functional expertise with the administrators of the school board to promote optimal management of human resources programs or activities.
CHARACTERISTIC FUNCTIONS
The superintendent of HR main responsibilities are as follows:
The position includes, in particular, the following responsibilities:
Manage and oversee the recruitment process for the school board;
Collaborate with administrators to draft job descriptions and in the creation of postings;
Develop, implement, and manage recruiting activities with external stakeholders;
Develop recruitment strategies, develop and establish strategic partnerships with educational institutions, professional associations and others;
Propose initiatives to enrich the selection process and keep up with best practices in this area;
Plan, organize and participate in recruitment events and any other activity related to promoting the school board;
Participate in the development of integration, welcoming and retention strategies and ensure their deployment;
Contribute to the visibility and development of the school board as an employer of choice.
Manage professional development and training.
Ensure to implement the induction program for new employees.
Participate in the development of a career planning program as well as a succession plan.
Participate in formulating policies, programs, standards, rules, and procedures related to recruitment, staffing, and retention of different categories of personnel.
Advise senior staff on the policies, programs, standards, rules, and procedures and on the application of collective agreements or regulations respecting working conditions.
Ensure the follow-up and monitoring of the implementation of such policies, programs, standards, rules, and procedures.
REQUIRED QUALIFICATIONS
Eight years of relevant experience in recruitment and staffing, preferably in a unionized environment;
Fluency in English and French, both oral and written;
Member of CRHA or CRIA order, an asset;
Excellent interpersonal and communication skills;
Demonstrate good organizational skills, adaptability, autonomy, leadership and innovation;
Excellent problem solving and analytical skills
Ability to keep up on of latest trends and best practices in recruitment, selection, and retention;
Proficient knowledge of applicable human resources legislation and public policies;
Demonstrate team leadership by motivating others and achieving goals;
Prioritize, multi-task, work within deadlines in a meticulous manner and adapt to simultaneous requests;
Ability to work autonomously as well as collaboratively;
Proficient understanding of MS Office Suite;
Self-motivated, flexible and resourceful;
Result oriented.
EDUCATION
University Certificate in Human Resources;
Diploma of college studies in an appropriate field of study;
